የሻሁራ ከተማ አስተዳደር መሬት ጽ/ቤት የከተማ ቦታን በሊዝ ስለመያዝ በሚደነግገው አዋጅ 721/2004 አንቀጽ 8 ንዑስ አንቀጽ 1 በፊደል ተራ ከሀ እስከ ሠ በተዘረዘረው መሰረት ለልዩ ልዩ አገልግሎቶች ማለትም ለመኖሪያና ለድርጅት የተዘጋጁ ቦታዎችን በግልጽ ጨረታ አወዳድሮ መሸጥ ይፈልጋል
