በሀላባ ዞን የሀላባ ቁሊቶ ከተማ አስተዳደር ማዘጋጃ ቤታዊ አገልግሎት ጽ/ቤት በከተማው በተለያዩ አካባቢዎች የሚገኙ ለመኖርያ፣ ንግድና ለቢዝነስ ማዕከልነት አገልግሎት የሚውሉ ቦታዎችን ለአልሚዎች በመደበኛ የሊዝ ጨረታ አወዳድሮ ለማስተላለፍ ተወዳዳሪዎችን ይጋብዛል
