1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopian Flood Management Project (E-FMP), and intends to apply part of the proceeds toward payments under the contracts for the Procurement of Structural Works Construction on Flood Protection area to Improve Community Mobility and Water Access in Various Lots in the Rift Valley.
2. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for Structural Works Construction to Improve Community Mobility and Water Access in Various Lots in the Rift Valley basin under on Flood Protection area, within the intended completion period of 210 days and the ministry will not grant margin of preference. The detailed description of cach lot is described in the table below.

The required Minimum Average Annual Turnover of ETB 230,000,000.00 for Lot I, and ETB 580,000,000.00 for Lot II, calculated as average of total certified payments received for contracts in Progress and/or completed within the last five years. In addition, Bidders may not associate/Joint Ven- ture (JV) with other bidders to enhance their qualifications.
3. Bidders may Bid for one or several contracts, as further defined in the bidding document.
4. Bidding will be conducted through the National competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, July 1, 2016, updated in November 2020, September 2023 (“Procurement Regulations”), and is open to all eligible, Bidders as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information from Ministry of Water and Energy Ethiopian Flood Management Project-Management Unit, Mr. Temesgen Ketema/Mr. Biruk Haileyesues, email: temesEenketemaeAmmail.com & birukako2000A2mail.com and inspect the bidding document during office hours 8:30 a.m. to 12:00 a.m. in the morning and 2:00 p.m. to 5:00 p.m. in the afternoon at the address below.
6. The bidding documents in English language will be available and can be downloaded from Ministry web page using the following link free of cost: https://www.mowe.gov.et/en/resourcetypes/procurement-files- Bidders are required to register in person at the address below before downloading the
document and submitting their bids.
7. Bids must be delivered to the address below on or before July 06, 2026, Time 2:00 PM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ or representatives and anyone who chooses to attend at the address below on July 06, 2026, Time 2:30 PM.
8. All bids shall be accompanied by a Bid Security of ETB 2,300,000.00 for Lot I, and ETB 5,800,000.00 for Lot II in the form of an Unconditional Bank Guarantee or CPO to the Ministry of Water and Energy, and shall remain valid for 118 (One Hundred eighteen) days.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
10. Ministry of Water and Energy reserves the right to reject all or part of the bid.
