1. The Ethiopian Electric power /EEP/ now invites sealed Bids from eligible Bidders for The Procurement of Vehicles: Five (5) Fuel-Type Vehicles for PEA Bidders are required to meet the following criteria;

The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 5 (Five) years prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member; |

Specific Experience
|
The Bidder shall demonstrate that it has successfully completed at least 1 (one) contracts within the last 5 (Five) years prior to bid submission deadline, each with a value of at least US$ 320,000. (Three hundred twenty thousand only) That have been successfully and substantially completed and that are similar in nature (supply of Vehicles) and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined. |

Documentary Evidence:
|
The Bidder shall furnish documentary evidence to demonstrate that the goods it offers meet the following usage requirement: Copies of the contracts/purchase orders verified by Clients to support the data provided above including acceptance certificates. The contract/purchase order copies shall also have the clients’ name, address, contact person phone number and email address and the contract amount. |

Manufacturing experience and Technical Capacity:
|
For the items under the Contract that the bidder is a manufacturer, the Bidder shall furnish documentary evidence to demonstrate that (i).it has manufactured goods of similar nature and complexity for at least 5 (Five) years, prior to the bid submission deadline; and (ii).Its annual production capacity of goods of similar nature (Vehicle) for each of the last 5 (Five) years prior to the bid submission deadline, is at least two (2) times the quantities specified under the contract. |

3. Bidding will be conducted through International competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in September 2023, (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): The weight to be assigned for the technical factors is 30% and cost is 70%.
5. The bidding document in English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Ethiopian birr 7, 610.00 (Seven Thousand Six Hundred Ten birr only) or US$ 50 (Fifty US$ only) or its equivalent in any freely convertible currency from the Ethiopian Electric Power, Procurement office. The method of payment shall be in cash or cashier’s check or through telegraphic transfer to EEP Transmission Construction A/C No.: 1000252665203, Commercial Bank of Ethiopia (CBE), Arada Giorgis Branch, Swift Code: CBETETAA; and EEP BUMBUNA HPP A/C No.0101181300051, National Bank of Ethiopia (NBE), Swift Code: NBETETAA, for ETB and Foreign Currency Account respectively starting from November 14, 2025. The document will be collected by local representatives from the address given below or will be couriered to the bidder through courier service pre-arranged and paid by the bidder.
6. Bids must be delivered to the address below on or before December 26, 2025 at 2:00PM Ethiopian Time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on December 26, 2025 at 2:00PM Ethiopian Time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
7. All Bids must be accompanied by a Bid-Security in US$ 7,000.00 (USS Seven thousand only) or its equivalent in any freely convertible currency
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
