Ministry of Agriculture has been implementing different programs and projects focused on constructing soil and water conservation (SWC) measures and promoting sustainable land management (SLM) practices across Ethiopia. As these programs and projects mature and are ready, an impact evaluation is necessary to assess its contributions to improving soil health and fertility.
1) Background
Land degradation in Ethiopia is among the major factors that affect agricultural productivity with direct consequences on the rural and national economy, food insecurity, and livelihood. The primary sector in the rural economy of Ethiopia, which is based on land and land-based resources, comprises crop production, livestock farming, forestry, and fishing sub-sectors. The productivity of the sector is one of the lowest in the world constrained by land degradation.
The ministry of Agriculture has been implementing different programs and projects focused on constructing Soil and Water Conservation (SWC) measures and promoting sustainable land management (SLM) practices across Ethiopia. As these programs and projects mature and are ready, an impact evaluation is necessary to assess their contributions to improving soil health and fertility. The Ministry of Agriculture, through its Natural Resources Management Sector, plans to undertake a comprehensive assessment targeting matured micro-watersheds within intervention areas.
2) General Requirement
The Consulting firm is expected to fulfill the following requirements:
a. Renewed license for 2017 E.C.
b. company profile which shows similar past experiences at least 4, achievements and attestations,
3) Specific Expertise Criteria
- Assess improvements in soil pH, soil moisture content, soil organic carbon (SOC) content, nutrient levels (N, P), exchangeable bases (Ca, Mg, Na, K), and cation exchange capacity (CEC);
- Compare soil health and fertility parameters between intervention areas and non-intervention areas to determine the effectiveness of programmer and project activities.
- Provide recommendations for sustaining soil health improvements and scaling up successful practices in future programs and projects.
- Draw lessons and conclusions as to which biological and physical SWC and agronomic practices improve soil health.
Expressions of interest will be evaluated in accordance with the Public Procurement & Property Administration Proclamation of the Government of the Federal Democratic Republic of Ethiopia. Participation is open to all eligible bidders.
