Urban WASH – Strategic

Communications Support for Urban WASH Utilities

Chemonics, the Buyer, acting on behalf of the U.S. Agency for International Development (USAID) and USAID Urban Water, Sanitation and Hygiene (Urban WASH), under contract number 72066323D00003 is soliciting offers from companies and organizations to help Urban WASH to identify and subcontract a professional public relations and communications agency to implement the “Strategic Communications Support for Urban WASH Utilities.”

The purpose of this RFP is to identify and subcontract a professional public relations and communications agency to implement the “Strategic Communications Support for Urban WASH Utilities” activity. This initiative is part of the USAID Urban WASH Activity and aims to enhance the external communication and outreach capabilities of water and sanitation service utilities in five secondary cities in Ethiopia: Bishoftu, Harar, Hawassa, Mekelle, and Shashemene.

The activity anticipates awarding a subcontract to an agency that provides tailored technical support, capacity-building training, and strategic guidance to utility communication departments. The scope of work includes the development of communication strategies, the implementation of media engagement and behavioral change campaigns, and the establishment of sustainable customer feedback mechanisms. The agency will also support the effective utilization of communication tools, including professional cameras, editing software, and social media management technologies, to address identified gaps in communication capacity.

All Offerors are invited to submit proposals in response to this RFP # RFP-TECH-001-2025 in accordance with Section I Instructions to Offerors, which will not be part of the subcontract. Any resulting subcontract will be guided by Sections II and III. Pending positive performance, the selected subcontractor may be engaged for future subcontract opportunities to do the Strategic Communications Support for Urban WASH Utilities of Urban WASH’s 5 additional cities.
