Procurement Reference Number SRS-IDB/01/BDG/1-2/2017 E.C

All Contractors of Category Construction Class-III and above with License Valid for the Year 2017 E.C

1. The Somali regional state has located a budget on the behalf of Irrigation Development Bureau for the fiscal year of 2017 E.C for the following projects with name, location, amount of bid security, minimum annual construction turnover (ACT), and total period of construction including the required mobilization time for the projects as indicated in the table below:

2. SRS Irrigation Development Bureau now invites wax-sealed bids from eligible bidders for furnishing the necessary material, labor and equipment for the construction and completion Works of the above Project.

3. To buy documents, the bidder has to present an application letter, Original Registration Certificate from the Federal Ministry of Urban Development or from the Regional Urban Development Construction Bureau supplier Certificate of Registration from the Federal Ministry of Finance and Economic Development /SRS Regional Bureau of Finance and Economic Development, valid Business / Trade License renewed Certificate from the authorized bodies, Tax Clearance certificate, VAT registration certificate, and Tin Registration from the authorized bodies

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.

5. Interested eligible bidders may obtain further information and aspects of the bidding documents, including a complete set of engineering drawings which is necessary for bidding purposes at the address given below at office working hours.

6. A complete set of bidding documents prepared in English, may be purchased by any interested eligible bidder against a non-refundable fee of Birr 1,500 ETB (One thousand five hundred Birr) at IDB, Office of the Procurement, Tel:- 025-775-3597, P.O.Box-306 Jigjiga, Ethiopia the method of payment will be in cash. Effective from the first date of announcement advertised by Addis Zemen newspaper up to dead deadline (for 20 Continues Calendar days) the bid submission date will be 21 days from advertised at 10:00 A.M local time and opening 21^st day at 10:30 A.M local time.

8. All bids must be accompanied by a bid security in the form of a Certified Payment Order (CPO), cheque, or a Bank Guarantee of the amount of 500,000 Birr (Five Hundred Thousand Birr).

9. Bidders shall submit one mother Envelope containing one original for Both the technical Proposal and Financial offer and one copy for both the technical proposal and financial offer, the technical proposal and financial Offer both original and copy will be sealed in such a way that upper part of the envelope, all documents which is in mother envelope will be separately in an envelope each of them, also bid security as indicated in the above in acceptable form as indicated in bidding will be separate Envelope which is sealed the same as the technical proposal. And financial Offer.

10. Evaluation is to be carried out first and must meet requirements (legal qualification, Professional qualification and equipment, technical qualification, and financial standing), then in three stages preliminary Evaluation first and detailed technical Evaluation bids of qualified bidders will be next. Financial Evaluation of qualified bidders will be opened at the same address given above on the date that is to be declared by the endorsing committee after completion of the evaluation of the technical proposal, unqualified bidders’ financial proposal will be returned unopened to the bidder

11. Bids shall be valid for 60 days after the bid opening

12. IDB reserves the right to accept or reject any or all of the bids.

N.B. If the bid opening ceremony date is not a working day, the bid opening date will be the next working day.
