1. The Federal Democratic Republic of Ethiopia has received financing from the KfW Development Bank [German Financial Cooperation] towards the cost of Strengthening Drought Resilience [KfW-SDR], and intends to apply a part of that fund to eligible payments under the contracts for the Procurement of Construction Works Category.

2. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible bidders as specified and defined in the Standard Bidding Documents.

3. The Somali Regional Pastoral Development Bureau (PDB) now invites sealed bids from eligible bidders/contractors having GC-5/WWC-5 category trade license and above for procurement of the Construction of four (4) Ponds of [Adele – Hajin; Durdur – Bo’ley; Umerguluf-Basari; and Umerguluf-Burti-el Kebeles] in Aysha’a Woreda of Somali Regional State. Bidders may have the option to bid for one or more contracts (lots) as applicable of the following projects:

4. Interested eligible Bidders may obtain further information and inspect the bidding documents during office hours in the morning from 8:30 a.m. to 12:00 p.m. and in the afternoon from 2:00 p.m. to 5:00 p.m. Monday to Friday at the address given below.

5. Bidding will be conducted through the National Competitive Bidding procedure and is open to all eligible bidders as defined in the Standard Bidding Documents for Procurement of Works, and in compliance with the tender procedures stated in the KfW Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in FC- [the 1″ revision to previous version January 2019], updated version as of January 2021.

6. A complete set of bidding documents may be purchased upon payment of a non-refundable fee of ETB 300.00 [Three hundred birr] by interested bidders on the submission of an official written application letter attached with the bidder’s legal documents that include but are not limited to:

(i) Contractor’s registration certificate from the concerned Public Body (ies)-GC/WWC-5 & above

(ii) Renewed Trade license for the year 2015 E.C

(iii) VAT registration certificate

(iv) Taxpayer registration certificate

(v) Clearance from Inland Revenue for the year 2015 E.C.

(vi) Registration Certificate in the suppliers’ list

(vii) Relevant competency (professional practice) of the works construction certificate

7. Bid must be delivered to the address below on or before 14th October 2022 at 10:00 a.m (04:00 Local Time).

8. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders or their representatives who choose to attend in person at the address below on 20th October 2022 at 10:30 a.m. (04:30 Local Time). All bids must be accompanied by bid security stated above in ETB and in the form of a CPO or Unconditional Bank Guarantee.

9. Bid shall be valid for a period of Ninety (90) days after the bid submission deadline.

10. Bid Evaluation shall be determined in accordance with the provisions indicated in the Standard Bidding Document and Bidders are seriously advised to read and comply with all instructions, beer bidding forms, contract provisions, and specifications contained in the Standard Bidding Document.

11. The Somali Regional Pastoral Development Bureau reserves the right to accept or annul the bidding process and/or reject all bids at any time prior to contract awards.
